Tax Guide for Freelancers and IT Exporters in Pakistan: PSEB, Export Proceeds and Filing

Pakistan TaxationBy BIZEASE SOLUTIONS

How Pakistani freelancers, software houses and IT exporters are taxed: PSEB registration, export proceeds, withholding at the bank and why filing a return still matters.

Pakistan's freelancers and IT companies earn valuable foreign exchange and the tax law recognises this with special treatment for export of services. Understanding the rules helps you keep more of your earnings and stay compliant.

Register your business properly

Freelancers can work as individuals, but growing teams usually move to a registered company or partnership. Registration with the Pakistan Software Export Board (PSEB) may be needed to access concessionary tax treatment for IT and IT-enabled services. Make sure your NTN is active as well.

How export proceeds are taxed

When export proceeds are brought into Pakistan through the banking channel, tax may be collected at a reduced rate at source, and in many cases this is treated as the final tax on that income, subject to conditions. The exact rate and conditions depend on the type of service and the current Finance Act, so check the latest rule before relying on it.

Why you should still file a return

  • Proof of income for visas, bank finance and property purchases
  • Staying on the Active Taxpayer List for lower withholding elsewhere
  • Claiming refunds or adjustments where applicable
  • Clean records if FBR sends a notice

Practical tips

  1. Receive payments through a bank, not informal channels, and keep the remittance advice
  2. Issue proper invoices for every client
  3. Separate personal and business bank accounts
  4. Track expenses such as software, hardware and internet for accurate profit figures
  5. Plan for sales tax on services where the provincial law applies

Growing globally

Many clients ask Pakistani developers to invoice through a UK Ltd or US LLC. This can help with payment gateways and credibility but also creates tax obligations in both countries. Get advice before setting it up.
