Plain-English guide to withholding tax in Pakistan: who must deduct, which payments are covered, filer and non-filer rates, and common compliance mistakes.
Withholding tax (WHT) is the system under which the person making a payment deducts income tax at source and deposits it with the government. In Pakistan it is a major source of revenue, so almost every business must deal with it.
How withholding works
When a company pays a supplier, contractor, landlord, employee or foreign vendor, it may have to deduct a percentage as tax and deposit it into the government treasury. The payee later claims this as a credit in their own return, or it becomes the final tax depending on the section.
Common sections businesses meet
- Section 149: salary income, deducted by the employer on slab rates
- Section 151: profit on debt such as bank profit and savings certificates
- Section 152: payments to non-residents, including royalties and technical fees
- Section 153: payments for goods, services and execution of contracts
- Section 155: rent of immovable property
- Section 236 series: telephone, auctions, property and other specified transactions
Why rates differ
Rates depend on the type of payment, whether the recipient is a company or an individual or AOP, and whether the recipient is on the Active Taxpayer List. Non-filers usually face higher rates. Some payments are a final tax, others are minimum tax or adjustable.
Typical mistakes
- Deducting at the wrong rate or under the wrong section
- Not collecting NTN and filer status before payment
- Deducting tax but depositing it late
- Skipping monthly withholding statements, which can disallow expenses and attract penalties
